I always use just
CRTIMGCLG
ADDIMGCLGE
LODIMGCLG ... OPTION(*LOAD)
sometimes VFYIMGCLG
GO PTF or upgrade or some such thing
LODIMGCLG ... OPTION(*UNLOAD)
RMVIMGCLGE
and have never had to worry about the step you mentioned.  Try it.  Just 
seems to get it like this:
 Index  Status 
*AVAIL 
     1  Mounted
     2  Loaded 
     3  Loaded 
     4  Loaded 
     5  Loaded 
     6  Loaded

Addimgclge adds the entries into the catalog, but does not load them. 
Is there a command to load the individual entries from an image 
catalog?  And no lodimgclg will not do it that command only loads the 
entire catalog after you have loaded the individual entries.
