I have a little problem with the CRTDOC command. When enter the command on the command line and prompt it I can enter the doc name and folder. when I hit enter I get the following error.

Message . . . . :   Required module not on system.

Cause . . . . . :   The system does not have a program product you require.
Recovery  . . . :   Contact your service representative or the appropriate
system person to install this product on your system.

Does anyone know which module is missing?
