The MSF job should be an autostart job entry in QSYSWRK.  Look for QZMFECOX.
If it's not there, ADDAJE SBSD(QSYS/QSYSWRK) JOB(QZMFECOX)
JOBD(QSYS/QZMFEJBD)  If it is there, but is failing to run check the QMSF
joblogs for erors.

just spent 3 hours beating my head against the wall trying to setup smtp
for SNDDST and/or QtmmSendMail API for sending mail.

As it turns out, my problem was that Mail services framework wasn't
started.

Is this a service that should start automatically in the future?  or should
I put it in our QSTRUP program?

And one more thing:

Can someone give me a link that describes Mime format, or provide a sample
of an RPG program that creates one suitable for QtmmSendMail?
