you could write a program to do a tfrjob based upon
the name of the virtual unit (1 - 5000: dont transfer
> 5000  TFRJOB JOBQ(inter) and make that the program
on the routing entry for qinter... 

OR you can make workstation name entries for the
qpadev1* qpadev2* etc  in qinter and qpadev5* etc
entries in the inter subsystem)
