DB2/UDB on iSeries is IN the OS, so the answer is probably yes. It is developed quite independently of the LUW (Linux/Unix/Windows) version you are referring to, and also the 390 version on mainframes. New functionality does appear at each release of OS/400, but these are not necessarily coordinated with the other versions.

Try looking around at www.iseries.ibm.com/db2 and you should find stuff that compares the versions. I did not find this matter discussed, however.
