I see your point. The problem is that most file systems do not block access. *public has access to lots of directories. Using the ftp server is one more layer of trying to fix that. Granted, perhaps it goes above trying to fix that on the ftp server basis and fix it on the file level basis itself. Fixing it on the ftp server basis just allows you to implement it more gradually.
