If a certain program is called it's easy.  Just create a data area call 
Monthend.  If the data area equal 'Y' the give the user a popup message that 
Monthend is processing.  If the area equal 'N' allow the user to continue the 
normal process.

You will have to change the data area at Monthend time.

Any thoughts as to how to prevent users from getting back in to certain
programs/files?

We need to implement something to lock out accounting stuff mostly during
our end of month.  Ending QINTER, isn't an option because other users can
still be working.
