This takes effect immediately on the server.  I do not know if iSeries
Navigator cashes the values within the subsystem or somewhere in the PC. It
might be helpful to reboot your PC system. If that does not help you could
stop and then restart the subsystem.

One other thing you could do that should be relatively safe would be to use
WRKFCNUSG to give yourself authority to every listed function. You can do
that by taking the "2= Change usage" option for every function and keying
"USER(your-user-profile) USAGE(*ALLOWED)" into the command line and
pressing Enter.

If this does not help, especially after booting the PC and restarting the
subsystem where iSeries Navigator jobs run, then you probably messed up
something else that is not an Application Administration setting.  I do not
know what that could be.
