Yeah, I'd say that's the scary part :)  Someone must've changed it,
QSECOFR is shipped with *PUBLIC *EXCLUDE.

On my system, it's set up with (I'm not going to bother with the detailed
stuff)

                          Object
 User        Group       Authority
 QSYS                    *ALL
 QSECOFR                 *ALL
 KLEMROGE                USER DEF
 *PUBLIC                 *EXCLUDE

KLEMROGE is the president of the company. Aside from his profile, I
believe these are the shipped defaults.
