Secure FTP connection

Has anyone else tried to do this?  I would like to connect to our EDI VAN,
GEIS through FTP from the iSeries.  I am able to connect and sign on (on a
V5R2 machine), but after that point any list/directory, get or put commands
"hang" and return with the following messages:
 
150 Data connection open for transfer of file EFDR1650.
Attempt to open connection failed
425 Can't open data connection.  
 
I am able to connect to non-secure sites, and sites with SSL/digital
certificate.  For GEIS, I am specifying port 6366 with an implicit TLS/SSL
secure connection - SECCNN(*IMPLICIT).  I read somewhere that passive mode
needs to be turned off, but I tried that at well and it still happens.  I'm
probably missing something very basic, but I can't figure out what it might
be!
