The CLRLIB would fail (i.e. not complete 100%) because the PF still had 
logicals assigned to it.

Hmmm.. I didn't test this, but... what would happen if you moved a PF that
has LFs built over it?  The MOVOBJ would succeed, but I don't know what
would happenw hen you did the CLRLIB.
