VPN fails to negotiate security protocol -- MIDRANGE-L

Help!

Trying to set up VPN on V5R2 system.  All PTF's are current on iSeries.
Local Client PC's (no firewall) are running Windows XP SP1 with L2TP (Level 2 
Tunnelling Protocol).

The connection opens between both systems on port 500, but security negotiation 
fails on the PC side.

Followed the EXACT instructions given in the "V5R2 VPN Connections" Redbook.
Anybody have any suggestions?
