When there's no WINS server defined, old windows PCs will switch to using a broadcast system where they all talk to each other every few seconds and update each other, and hold elections, and all sorts of nifty things. This is done with NetBIOS. It doesn't need to use DNS... DNS wasn't available for Windows shares until, I think, Windows 2000. Though, SAMBA has been using it for longer than that. I assume that /QNTC works the same way as the older Windows does...
