Tim, You can restrict access to the PF without using an exit pgm. The basic idea is to provide data authority on the PF and remove object operational authority for it. Check the diagram in the following link: http://publib.boulder.ibm.com/iseries/v5r2/ic2924/info/dbp/rbafomst151.htm#H DRAUTHD With data authority granted on the PF, the system allows access through the LF, but because *OBJOPR has been removed from it, the user will not be able to access the PF directly.
