Fiona -

No, but we shouldn't have to.  The system that's re-assigning the SPLF
ownership is the system the USRPRFs originated on. The profiles were
create on Prod and restored to Dev and Prod is the machine that's not
properly accepting the SPLFs unless the USRPRF on Dev is deleted &
re-created.

Did you try running RSTAUT for one of the new (ex-Production) users ?
Don't know for sure that it would affect splfs tho'
