Steve's right, your activity levels are way too high, but I bet you have left automatic tuning on. Turn it off, make sure your workloads are in separate pools (what do you have running in *Base??), turn on Expert Cache, lower the activity levels until you get some ineligible, then raise by one or two. And yes, you need to clear out your spool files. The system has to keep track of them like active jobs in the work control block tables otherwise! (TAATOOL from the web has a good tool for this, DLTOLDSPLF.) You need to be proactive, and tell users if they don't print stuff or move it to a special 'retain' Q, it will be deleted automatically after 3 days. Mostly they don't know they've created the stuff anyway.
