ftp problem XP to 400

I have been using ftp to send from my pc to as400 v4r5.
running a batch pgm (DOS ftp), the pc logs onto the 400 and does a put. 
It did the connect, and get the "200 Port..." msg.
Just does not then do the "Sending" msg. 
Works same way, with or without pc firewall pgm running.
AS400 audjrn is seeing the connect and no error. 
This ran for over a year with no problems.
Then started getting this problem sometimes. Try again later & worked. 
Now it just never works. No change on 400. Not aware of 
pc changes, but I do keep up with MS Updates. WinXP Pro.
