I'll try to give that a shot - optimize(*minwait) too.   I have to test at

The query optimizer can be dumber than a box of rocks sometimes, and just
as stubborn.

If it is actually building the same index as an access path that exists,
since it is an OPNQRYF, you can try OPTIMIZE(*FIRSTIO) and see if that
makes a difference.
