You are looking for a job queue which has two characteristics.

1) Your job queue must be attached to a subsystem which is up at the time
the job is submitted.

2) Your job queue entry in the subsystem must have the MAXACT and MAXPTYnn
parameters sent to *NOMAX.  If these parameters are not set to *NOMAX it is
theoretically possible to have a job or jobs ahead in the queue which could
delay execution of your jobs.

As Peter mentioned, QS36EVOKE meets these criteria, as do some other
IBM-supplied entries.  Or you could create your own job queue, subsystem,
and job queue entry.
