Not a UIM guru, so this is just a WAG...

Have you tried specifying the STMF keyword, and using doubled single
quotes: 

ACTION='CMD ?EDTF STMF(''/QOpenSys/sde/configuration/ffer.cfg'')'

While I'm sure it would be nice to avoid calling a program in the ACTION
tag, that may be your fastest and surest solution.  (I.e., the called
program is a one-liner CLP that does the EDTF command.)
