One item I don't recall, what version of OS/400 are you running?

It's certainly seemed to me that you ought to be using CPYFRMIMPF rather than 
CPYFRMSTMF. Along that line, did you try with these two parameters explicitly 
specified?

 ==> cpyfrmimpf ...FROMRCD(2) ERRLVL(*NOMAX)

I know that ERRLVL(*NOMAX) is the default, but there have been commands where 
the default was applied _only_ if you actually supplied the parameter. I 
haven't seen a definite example since V3R2, but it's possible. And FROMRCD(2) 
should get you past the initial record that apparently has headings rather than 
data.
