I have been in the situation where we hit critical storage 
and were looking at the system locking up, I contacted IBM
and was told that query  applications are heavy users
of temp storage. We were able to locate the query job and kill
 it. You may want to check  AS/400 queries and Query Manager
 queries that join large files and look at rewriting them if possible.

At best it is not an easy task to do.
