It's not in-built, but Proxomitron (http://proxomitron.cjb.net/) is a great freeware utility to handle just that sort of thing. A bit intensive for the HTML challenged, but you can also use a number of sights with pre-generated filters (http://www.geocities.com/u82011729/prox/ being a good one for Opera). Between Opera and Proxomitron (and Explorer/Proxomitron when I must), I haven't seen a pop-up window in over a year, and Flash animations don't happen unless I click on them.
