Your client's requirements cannot be met without some user-written
additions.  They can change their QPWDLVL to '2' or '3' to allow mixed case
and special characters.  From there the place to look would be the
documentation for system value QPWDVLDPGM and establish a password
validation program.  This program could then perform addition validation
checks during password changes such as requiring special characters or mixed
case.
