One possible reason is that Opera seems to default its user agent to MSIE.
DCM also has some VB Script in it, but that is probably not required.  (All
of the includes were too complicated for me to follow when I looked a couple
weeks ago trying to get around the user certificate requirement of signing
in as that user.)
