As for integrating to 400 -

screen pops to announce incoming calls (customer data)...

automatic dialing out from a customer screen (via option selecting)...to the customer.

I did that at my previous job.
We had a Lucent G switch and a 720 and did the Automated attendant, screen
pops, etc. integrated with our CRM software.
It was about a 6 month project.
We used an independent  software vendor recommended by Lucent.
We didn't use IP but it would have been a lot simpler.
We currently have an old switch integrated with a VOIP system and should be
totally IP by spring.
