FTP server on PC so 400 can be the client

I'm sure the terminology I use in the subject exposes my ignorance and may
well explain why I can't find anything relevant in the archives.

I would like to be able to run FTP on the 400 to transfer files to my PC. 
Note that I do NOT want to run FTP on the PC to pull the files down from
the 400.

I understand that my PC, by virtue of what Windows ME provides, can only
be an FTP client.  So, I think that I am looking for an FTP server that
runs on my PC.  Would that be correct?  If so, can anyone recommend
freeware?
