waiting shouldn't be a problem, since the logical join is the only other 
access path other than the physical keys over either of the files.

but, it did consider the join access path and rejected it.

consider all the available access paths over all the files in the query.
Note that if there are a large number of access paths over the files it
may take a long time to optimize the query."
