I have found on several occasions that the AS/400- iSeries doesn't auto negotiate Ethernet connection speeds well. I have found several cases where the iSeries said it had auto negotiated 100mb full and the Switch reported the same but through put was around 1 to 2mb at best.

I would go into the ethernet line desc and hard set the connection speed. IF you have a switch that will do 100mb full, set the iSeries for that. If you have a Switch that is managed and you can set the iSeries port to 100 full do that as well and then try your FTP.

Any more when I install a new system I do a quick test. From a PC I navigate to the folder on the iSeries where Client Access is installed from and simply drag and drop that folder to the PC. If the estimated remaining time is less than minutes then I've got a decent ethnet hook up. If not that time will be almost 90-120 minutes and I do the fix above.

This the most simplest file transfer I can think of. It's an ASCII file
created with the CPYTOSTMF file and is housed in the /home folder of the
IFS. Once switched to namefmt 1, the GET command simply retrieves the file.
No translation, authenticated user and plenty of memory, CPU and disk
space. So what am I missing or is the iSeries really not capable of
handling one of the most basic tasks any simple PC based FTP server can
achieve?
