What resolution is the overlay created at? Have you tried 300 and 600 dpi? More bits usually works better.

This process of creating the overlay is still a work in progress and is a
lot of work.  The company logo is in full color and so far every option I
try is giving poor image quality results.  ( printing from IE has actually
been the only option that produced reasonable results )
