RE: Allowijng power users to re-enable users

This also falls under the "costs money" category, but if you have TAATOOLs
already they have an "Assistant Security Officer Menu" that allows users to
initialize passwords (to *USRPRF or *RANDOM), enable/disable accounts, vary
on devices, etc.
