use this FDF in your uploads.

Running CA 3.2.0 on 9402-200 with 3.2 and haven't done an upload in a while.
I'm able to download fine but when I upload I get a message saying the file
I select must be a .FDF file.  I'm selecting the text file by browsing to
it.  Should I be selecting the upload description instead?  If so, how do I
create it?
