You can do what you'd like to accomplish by monitoring the file QAFFTLOG
with a physical file trigger. Fax/400 will write log entries into this
file which you can interpret within your trigger, and perform the
appropriate processing.

If you're interested in a commercial product, I have a solution called
Fax/Alert which provides this functionality. Send a message to my
private email if you'd like more information.
