If you need an ordered but not keyed file, you could build a qmqry with
substitution variables something like:

select &fields from &file order by &keys

where the words beginning with ampersands are substitution variables you can
supply in the setvar parm of the strqmqry command.  You can send the output
of the sort to the original file or a new file through the outfile parm.  

Sounds like it's going to take a long time regardless of how you do it.
