C - Never worked in an environment that sent staff to Common.  

Just some opinions and observations from past experiences:

More often than not, management would rather get CBTs or
books/magazines/WebEd than send someone to COMMON.  I think they believe it
to be reusable, so a better value for the dept (even if somewhat out of
date).

More "Staff Development" money is spent on the PC or UNIX programmers.
(Who'da thunkit)

Management views technical conferences as a reward for their shining stars
(throwing the dog a bone).

Could always use up a week of vacation and my personal savings to send
myself, but......
