Take a quick look at Task Manager on a single-user Windows system to see how much CPU is used by the System Idle Process. Even on many server systems, this often shows the biggest usage is simply waiting for another request. By handling more users, the same expense can be allocated over more work. This isn't an iSeries point, merely multi-user, multi-tasking, multi-processing, whatever.
