I'm not sure about all your issues, but the part about Ops Nav sounds like
you didn't get all the options installed.  When you install Ops Nav, there
are a slew of goodies you can select or not select.  I suggest you select
everything (with the exception of Operations Console - unless you're
actually using it, it's more trouble than it's worth).

I think you can upgrade your Ops Nav by doing another install.
