QSYS38 is only dynamically put into your library list when an active program with the attribute 38 (e.g.: CLP38, RPG38) is executed. I don't think that it matters for files. When you went from the 38 to the 400, IBM tacked the suffix 38 onto just about every object that you brought over, except for libraries. PF38 and LF38 objects cannot have the new attributes in the database such as variable length fields and reuse deleted records. QSYS38 is only there to support the S/38 environment. In a CLP38 I would code DSPOUTQ, in a CL it would be WRKOUTQ; stuff like that. If your programs are all converted then it looks like you are all set. By converted, I mean that you don't have crtpf workfile.qtemp rcdlen(80) but you have crtpf qtemp/qorkfile rcdlen(80). The ultimate answer to the vendor's problem probably lies in the position of QSYS38 in the library list. Do a DSPLIBL and see where it falls.
