CFINT is the 'CPU governor'  that kicks in when you use more interactive
power than you have paid for. You only see it on WRKSYSACT.
IBM introduced this when it was trying to sell cheaper systems for
client/server and compete with Unix boxes.
If it is using a significant amount of CPU it means you either need to
upgrade your interactive card, or you need to stop users doing green screen
things interactively when they could be doing them in batch or
client/server.
You may also see that existing jobs have their priorities downgraded when
this happens, causing the system to slow down. Sometimes you can improve
this by changing class priorities etc, but the latest technology systems
(810, 825) have abandoned this way of working. There was also a third party
tool that came on the market called Fast/400 that was claimed to 'disable'
CFINT.
