You have missed nothing. Shannons advice was wrong. It is not possible to 
change a command default for a parameter that does not have a default value. 
Nor is it possible to change the default for an element list due to the way 
they work -- you can make the change and it appears in the command but is 
not sent to the CPP.

I was going to correct Shannon yesterday but I thought that anyone who tried 
it would read the resulting message (CPD6212) which is pretty obvious about 
it not working.
