Can't see (open) port 8475 (as-rmtcmd)

I need to change a line description, but this must be
done through Operations Navigator. 
Problem - I can connect ok, but receive a winsock
error 10061. I have tried starting all host servers
but to no avail. Using the netstat command, I can see
all client access ports 8470 to 8479 except port 8475.

Anyone got any ideas?
