I have been waiting a long time to answer a question like this....this is a 
direct quote and my all time favorite response from Martin Booth:

"change desktop theme (twice at least)
change screen resolution (twice at least)
reboot in safe-mode
uninstall something, anything.  Maybe Client Access or some game.
install something, anything.


Always, in between every step use the Windows Mantra: "Billy needs a new
pony"
and then reboot."

I had to search on "needs a new pony" to find this in the archive.
