Well, I can think of a way to knock it down to 2 queries.

One query could do sections 2 & 3.  Select only those records that have
DSL and X, sort & break on that.

Otherwise, maybe a preprocessor of a kind, if you can somehow
substitute a given value for each of your 3 selections.  Doesn't
OPNQRYF have some magic tricks to substitute a value when a given field
doesn't equal 'DSL' or 'X'?

Maybe SQL?
