It depends on whether the trigger progam ends with *INLR on or not.  It can
also depend on the activation group it runs in and whether that has been
reclaimed.

If the trigger program ends with *INLR on then *inzsr will run every time.
If *INLR is left off then *inzsr won't run each time unless the activation
group the trigger program is running in has been recaimed between calls.
