Could the offset be different for faxing vs. printing. The overlay prints
fine on a regular printer.

We do it.  I don't think IBM's fax software is very good though.  We
always have trouble with it.

I seem to remember that there is an offset parameter to the overlay
specification.  When you specify what overlay you are using with a given
spool file, you can specify how you want the overlay offset from the edge
of the page.
