Something more descriptive such as SAVQSYS or SAVSYSLIC would've made its purpose more intuitive. I'm not sure what name would really be best, but I'm pretty sure SAVSYS isn't it. Particularly for less technical sites and newbies, SAVSYS seems to get mentally equated to 'Save system', 'full system save' and SAVE menu option '21. Entire system', even if it's only perception. The purpose of restricted state then becomes vague (not that it's absolutely clear otherwise).
