Joel,

I do not know if it is still used at v5r1 but you can "pop" the first
message off the SMTP queue by creating a dataarea in QUSRSYS called
QTMSCLEAN (1 char) with a value of "W" then restarting SMTP. This
normally unsticks it. If you use a "C" instead of "W" then all messages
on the queue are deleted. The data area is removed by the SMTP server
when it is started.

The LICPGM 5722XW1 is NOT an older client access program. It is the
product that client access licenses are attached to and without it you
cannot use the licensed parts of CA. It should not impact on your mail
problem though.
