You get a good enough starting value - IPL once with QPFRADJ = 1, then
change it to 0 or 3, depending whether you want pools adjusted on the fly
or not. I think that the machine pool is usually too low from this process,
but that means just keep a look at faults pool 1. Opt 2 or both can change
even the machine pool as you go.
