Nope, standard feature.
A message is sent to QSYSOPR if someone finds themselves locked out, and
the standard fix is CHGUSRPRF STEVEN.
I'm sure they'll be an API or something to show if a user has got
themselves locked out, but I just check QSYSOPR occasionally, or wait for
the inevitable phone call...
