Rather than writing a test program, you'd be better off testing
connectivity using a program that you know works.   That way, if it fails
you can be reasonably sure that the problem is in the TCP configuration or
firewall rather than in the program code itself.

Can you ping your AS/400 from another machine?
   From an MS-DOS/Unix/OS/400 prompt on a machine that you know
    works, type:   ping x.x.x.x

    Where x.x.x.x is the IP address of the AS/400 you're troubleshooting.
    (such as 192.168.0.1)

If ping works, can you telnet to it?
   From an MS-DOS/Unix/OS400 prompt on a machine that works, type:
       telnet x.x.x.x

If telnet works, can you telnet to the specific port that your custom
server program works on?
   From an MS-DOS/Unix/OS400 prompt on a machine that works, type:
       telnet x.x.x.x portno

   Where portno is the port number that the custom server program
   is using.
